They are a set of questions, that once answered will give your idea a structure and focus. Don't worry- they are not hard. Infact they are fun and easy to answer.
The Plan is something you can take to prospective investors - such as Banks or Venture Capitalists. It gives your idea more credibility, because it shows you have given certain issues thought. Also, that you have carried out necessary research, and that your future industry is understood.

These resources are heavily Essex orientated, but certainly there are equivalents in your area. Just a little research on your part is needed.
